The issue with changing how the car drives and sounds is that handling files and sound files need to be changed, which I assume requires the servers to be restarted for the file changes to take effect so this happening every time someone wants their car changed up isn't really viable I don't think.

The issue with just pulling cars off of mod websites is the polygon count of the cars and the LODs on them, they're more than likely not optimized, especially for our servers and it'll bring the texture loss and server issues that was mentioned.

I'd say if this is added, then a civ character changer needs to be added as I've used it at Pillbox a couple of times when my characters either been in ICU, or had to stay in for a couple of days.
